Simplify AWKCR paint and decal system by removing perks and items requirements.
Stencils and decals removed from levelled lists and containers.
Paint and decal workbenches removed from the crafting tab in the workshop menu.
As fail-safe paints, dyes and pigments still craftable for free at the chem workbench.
For a vanilla paint system come back, try AWKCR Power Armor Paint Edit by Jaymacibe.
