To use this file, you need Transfer Settlement Blueprints. Import the file to any available folder at: \Steam\steamapps\common\Fallout 4\Data\F4SE\Plugins\TransferSettlements\blueprints - it's named bp_helen_coastal_180804004554.json
Open up your game and load the save you want to use. When you're cleared the settlement of the mirelurks and the raider, claim the settlement. Scrap what you want to remove, especially the trailer hanging down into the cavern. Or use the nuke-function to easily clear the settlement of the stuff.
Then open the Transfer Settlement Blueprints in your pipboy under Misc, and select the settlement you want to import. Choose it and select Import. It should be straightforward from then on.
After the settlement has been built, fast-travel anywhere to let the navmesh do the magic, return and start getting settlers.
Edit. Updated, I have now removed the need to have the Home Maker-mod to import this settlement. After importing it into a new play-through, I added scrap-fences, and not relying on mods, but used the vanilla-pieces from the base-game. I rearranged some of the pieces (Brahmin-trough, Scavenging-stations), and added the barber-chair and surgery-chair.
