Safe Version of GrimTech Mod: Higher Settlement Budget

Safer Version of GrimTechs Mod Higher Settlement Budget.

His and this Mod is basically two .txt files with targeted console commands, used as bat file. If that doesn't tell you anything: Look it up at the wiki.
One is supposed to raise the budget, the other to lower it. They don't do it. They freeze the ActorValues of the targeted Workshop at a specific Value.
As it is with all setav commands, the game engine seems to ignore any kind of modifiers to that Value afterwards.
If you do that with player actorvalues they freeze too. Try: player.setav charisma 8 and see for yourself.
For Workshops it basically means inviting trouble in form of freezes and crashes. And it creates that empty BudgetBar.

So I took GrimTech's concept and changed the setav command to modav and took lower numbers to increase the Actorvalues. The rest is the same.
This allows for iteration to minimize the risks for freezes, crashes and of course save file bloat. Which in itself is a risk for crashes.
This Version increases the number of triangles by 1000000 and the number of draw calls by 1000.

USE:
So when you hit the budget limit, you just exit building mode,
go to the workbench,
open the console
click on the workbench. (Now you should see a HexCode at the top of the console window. Its the refID of the Workshop specific to the Location)
type bat settlement
hit enter and then the engine gives you the New Actor Values.
Your done. The Settlement Budget has been increased safely.

If you want to know the number of current values used(not he maximum ones) open the console again and type:
getav 348 for triangles
getav 34A for draw calls
If they are lower then the max count by 500000 and 500 respectively it is safe to use the lowersettlement bat.

INSTALLATION:
Simply download the archive extract it and copy it into your Fallout 4 DATA folder. That's where all the .ba2 files are.

UNINSTALLATION:
Why would You do that?

NOTES:Settlement Building Budgets exist for a reason.
Use this Mod at your own discretion and risk. I recommend it as a last resort.
Smaller Settlements often benefit greatly of a one time use, because their default Budget is so low.
Larger Settlement benefit from cleaning up and scrapping often enough.
Concerning Vault 88: I recommend using only the Workshop at the entrance.
Make sure u got the right RefID. Settlements are like companions: they have the [EP] tag behind their RefID.
