This mod does one tiny simple thing, lowers the VATS AP cost of institute laser weapons by 20% to reflect their higher rate of fire vs the old style laser weapons.

Have you ever noticed that if you have a pre war laser rifle and an Institute laser rifle with identical mods on them, the Institute laser rifle will show as doing less damage per shot but shows as having a higher dps? This is because the Institute laser weapons have a higher rate of fire than equivalent pre war laser weapons, but only outside of VATS, which is a problem. If they're doing less damage per shot and you're getting the same number of shots in VATS, then using VATS with Institute laser weapons means you're doing less damage per use of VATS than if you were to use an identically kitted out pre war laser weapon. Why Bethesda left pre war laser weapons and Institute laser weapons with the same base AP cost is beyond me. There's a reason why if you put a sniper barrel on a pre war laser it takes more AP per shot in VATS than a normal long barrel, because it's accounting for a lower rate of fire. Since Institute lasers have a noticeably higher rate of fire in real time resulting in a higher DPS (a bit less damage per shot but more shots per second), their VATS AP cost should be lower than the AP cost of pre war lasers to reflect that. To that end, I created this very simple mod. All it does is lower the AP cost of the base Institute laser weapon from 25 to 20, meaning you get more shots in VATS, thus maintaining the increased DPS regardless of if you're fighting in real time or using VATS. With this mod, you can use VATS with Institute weapons without being penalized for using Institute weapons.
I haven't extensively tested it but it should be compatible with any other mods so long as they don't affect the VATS AP cost of Institute laser weapons. If they do, loading this one after any other mod should be all you need to do. This is also (loosely. I don't think the math works out exactly but it's close enough for my satisfaction) balanced around the vanilla damage numbers. If you have an overhaul mod or any other mod that increases the damage of Institute weapons, adding in this mod may make them entirely OP in VATS so use your discretion there.
Also, I can't test it myself but I see no reason why it wouldn't be so I'm marking it as compatible with VR. If someone with VR finds that it for whatever reason is not compatible, please let me know and I'll change the classification to reflect that.
