Overhauls the Cryolator to do almost no damage, but slows enemy movements to almost frozen.

I always felt like the Cryolator was too much of a traditional damaging weapon that has some slow and freezing effects on the side. A comic book-style freeze gun should focus less on the damage, and more on the freezing effect. So I made this mod.
Function:
Changes Cryolator Damage to 1 and instead of having a chance to slow/freeze enemies, it now always slows all movement substantially for 45 seconds. Also, the ammo is more abundant/worth less/is lighter. Because the weapon is less offensive and powerful, its case is now unlocked, and you can use it as soon as you pickup the Pipboy.

I also made a "cheat" version that has a base ammo of 20,000 and ammo drops from Fire Brigadier Protectrons is much higher. Also, enemies with high energy resistance can no longer resist the effect.
