- Place scopemenu.swf in the "/Fallout4/Data/Interface/" directory, create it if needed
- Locate your Fallout4.ini file located in "\Users\[YourProfile]\Documents\My Games\Fallout4\"
- Search in this config file for sResourceDataDirsFinal=STRINGS\
- change this line by adding , interface\

- the line should look like this "sResourceDataDirsFinal=STRINGS\, interface" (without quotations)
note: if you have other modifications installed this line could look slightly different, for instance,
i have more than one folder in my /data/ directory, so my line looks like this

"sResourceDataDirsFinal=STRINGS\, interface\, Textures\"
