Unlimited SPECIAL (a LevelUpMenuEX mod)
This mod simply allows you to increase your SPECIAL stats without limit, uncapping them entirely. It also provides an optional perk to expand some of their effects.

Neanka's awesome LevelUpMenuEX mod makes perk mods a lot easier to create, so I've gone ahead and made a basic uncapper for the player's SPECIAL stats. Essentially, what this mod does is add perks requiring 10 or greater in their relevant stats, each of which increases that stat by 1 every time you take it (much like the normal training mods). Because the perks are scripted to remove themselves after they give you the bonus, you can pretty much keep bumping up your base stats without limit.
Fallout 4 does a much better job at handling high SPECIAL stats than previous installments (meaning they continue to do their thing beyond 10), so technically all you need to do is install the mod and you are good to go. I have, however, included an optional perk in this mod that you can add to your character via the console which will add some functionality to your stats, since a few become superfluous when they are really high:

- Reduces the damage you take by a moderate amount (1 per point for normal attacks, .5 per point for explosions)
- Increases your armor value by 5% per point
Perception
- Increases your damage will all types of ranged weapons and explosives by 3% per point

- Greatly increases the XP you earn from passing dialog checks (20% per point)
- Increases XP earned from combat (5% per point)
Intelligence
