Allows you upgrade the Inquisitor's Cowl from Far Harbor DLC with Railroad Ballistic Weave, once it's been unlocked. Also changes the legendary effect to increase Endurance instead of Intelligence. Both options are optional.

Allows you upgrade the Inquisitor's Cowl from Far Harbor DLC with Railroad Ballistic Weave, once it's been unlocked. The reason I've made this small and rather specific mod is because the "Robes of Atom's Devoted" are able to be upgraded with ballistic weave, but Inquisitor's Cowl can not. Both are these items are rewards from the same area, and I think they pair nicely together, so I figure they should both have a ballistic weave option. I also changed it to increase Endurance instead of Intelligence because it's more useful and can help make up for lost health from radiation.
