Could be crafted under "Mine" section of any Chemistry Station.
In order to make a "Gas Naval Mine" it is necessary to clear the quest "Hazardous Material".(Fred Allen's Quest)

Gas Naval Mineを作るにはフレッド・アレンのハルシジェン社のクエストをクリアする必要があります。

たまたま水に浮く地雷が作れることに気付いて作りましたが、
連邦にはスローターフィッシュなどがいないのであまり使いどころが無さそうなことが問題
