The reason loading XDI later in your load order will not work is because XDI packages it's files in BSA archives. BSA archives are always overwritten by loose files regardless of load order. And in this case, VGM uses loose files to allow for a dynamic install.

- Download VGM here
- Extract the files from the zip and go to C:\Users\{NAME}\{SAVE LOCATION}\VGM Vault Girl Mod F4 - Alpha 1.9.4 - Copy\Interface Options\Dialogue
- Delete the content from the Dialogue folder
- zip the folder and add it to the game via your Preferred MOD manager.
