About this mod
This mod rearranges painful balance of vanilla Fallout 4. Weapon damage boosts by perks have been severely decreased. Health pool of every single enemy are adjusted. Health bonus per Level Up of enemies has been removed to avoid bullet sponge. Player's has also been adjusted to maintain balance.

If you earned all the perks and modifications, you can kill a 'Raider' with just single bullet from Pipe Pistol laying on the tip of his toes. But, at the same time, tougher raiders such as 'Raider Veteran' would require tons of bullets to kill.
It is even more extreme for the Gunners. Low-level gunner only has 80 HP, while a Gunner Brigadier is bloating with 1260 HP + Bonus HP per level. Such a nonsense.
Plus, damage-related perk in Fallout 4 is a must because it is way too effective. It increases PC's damage twice, which is too high in some cases.
Therefore, I changed some things to fix this mess.
1. Bonus HP per level for enemies has been removed to eliminate bullet sponges.
2. Bonus HP per level for player has been decreased to only 10. It was not completely removed to prevent being insta-killed by explosives and high-level enemies while equipping the best armor set .
3. Damage-related perks (Rifleman, Commando, Gunslinger, Heavy Gunner) have been modified to give bonus of 5/10/15/20/25% instead of 20/40/60/80/100%. They are not mandatory anymore.
4. Health pool of almost all enemies has been adjusted, to give somewhat FPS-like experience. I removed extreme gap of HP within same species.

- Behemoth = 1250 - 1700 HP
- Bloadfly= 40 - 60 HP
- Bloodbug = 60 - 120 HP
- BOS Pilot = 130 - 170 HP
- BOS Scribe = 180 - 220 HP
- BOS Soldier = 200 - 280 HP (High-ranking ones would equip power armor, so it is not too low)
- Children of Atom = 150 - 190 HP
- Courser = 400 - 540 HP (Now they would be proper terminater-like thingys)
- Deathclaw = 290 - 330 HP (Higher ones have extremely high DR, like 300)
- Feral Ghoul = 100 - 200 HP
- Gunner = 220 - 380 HP
- Minutemen = 200 - 270 HP
- Mirelurk = 150 - 260 HP
- Mirelurk Hunter = 220 - 260 HP
- Mirelurk King = 180 - 220 HP (They do not have thick and hard shells, y'know)
- Mirelurk Queen = 1800 HP (They will behave like boss now, requiring even more bullets to fall)
- Mole Rat = 30 - 90 HP
- Mr. Gutsy = 200 - 260 HP
- Mutant Hound = 120 - 140 HP
- Protectron = 180 - 250 HP
- Radscorpion = 200 - 320 HP
- Radstag = 100 - 200 HP
- Raider = 180 - 280 HP
- Railroad Agent = 200 - 300 HP
- Stingwing = 50 - 120 HP
- Super Mutant = 270 - 400 HP
- Synth = 160 - 300 HP
- Triggerman = 150 - 270 HP (From one-shot pests to proper men)
- Mongrel = 50 - 250 HP (Alpha ones have particularly higher HP)
- Yao Guai = 250 - 400 HP
I adjusted these HP under situation of giving 1x damage to enemies, which is normal difficulty.

I also suggest you to remain at 30-50 damage for 5.56mm Automatics and around 100 for 7.62mm Semi-Automatics. It would show the best balanced results.
This mod currently supports Commonwealth only. Enemies spawned in Far Harbor and Nuka World are not adjusted, but it will be updated soon.
No requirement at all except the main game.
