The "Footsteps" slider doesn't affect NPC footsteps. They're not even attached to the "effects" slider by default, if I read the ESM right.
I stumbled over the setting and thought I'd give it a try. Whatayaknow, it worked. Since I couldn't find a mod for this, here ya go, enjoy.
The default 'NPC footstep' volume multiplier is at 0.60 - I set it to 0.25. It's an easy setting to tweak in fo4edit, or if anyone would like, I'll throw a few other settings up for download.
Now my NPC followers don't sound quite so much like they're wearing tap shoes made of lead, and Danse shuffling his feet doesn't make me duck and cover. .. Seriously, Danse walking on a blacktop road has made me wonder if Armageddon himself was doing a two step around the corner.
