Removes the Local Leader 2 requirement from crafting stations. It never made sense that you needed a perk that had to do with leading settlements to make a crafting station.

Local Leader 2's purpose is now only to allow you to craft stores, which makes sense.

Also adds a third rank of Local Leader, obtainable at level 27, that gives you 15% better buying and selling prices when buying and selling at stores in settlements you control. After all, the leader of a settlement does deserve a discount, don't they?

As an added bonus, this mod also allows you to craft two cut crafting stations. They are a power armor station and a cooking station.
