~Graygarden Overpass Workshop Borders~

This is a simple mod that addresses an annoying issue up in Graygarden - by default you can build up on the overpass (both levels), but once up there you're to high to be able to see the workshop borders anymore, and so it's entirely too easy to walk out of the workshop area.  I've hacked apart one of the regular workshop borders and made a smaller piece that can be placed up on the overpass, and now you can see where you are inside the workshop area. 

I've also moved the dirt pile and pickup truck on the second tier of the overpass into the build area so that it can be scrapped with one of the assorted "scrap anything" type mods.
