Supply Lines are unlocked by Cap Collector instead of Local Leader.

Description:
Even if you don't care about settlements, Supply lines are a pretty critical feature. Enough so that I always find it hard to play a low charisma character. This mod changes things so that Cap Collector rank 1 perk now unlocks supply lines instead of Local leader. It does this by directing "WorkshopLocalLeader_DO" to that perk instead of Local Leader rank 1. The mod also changes the perk descriptions and loading screen descriptions to reflect this.
Notes:
"WorkshopLocalLeader_DO" handles any workshop functionalities other than building requirements. I don't think there is anything else beyond supply lines that fits in this category, but if so, Cap Collector rank 1 would need to be unlocked. In vanilla fallout, Local Leader rank 1 doesn't do much else besides unlock supply lines so it will be kind of an empty perk, but if you planned on unlocking Local Leader 2 to get better stores you'd need Cap Collector anyway.
