I realise that this mod is very old but I decided to use it anyway because most of your builds are excellent........... BUT this one is flawed insomuch as it cannot complete the power up stage as the generators are clipping through the roof, I guess you are no longer updating this (or maybe even logging into new comments) but is it possible to have you look at this as the build is (as usual) brilliant and I would like to use it but without power it is useless.
There is no issue with this blueprint. It has been out for public use for years now and has been repeatedly and thoroughly tested. The issue is something with your game.
Specifically, there is nothing about a blueprint that would cause the issue you describe. Therefore you have a bad import. This is generally traced back to other mods you've installed, or a corrupt save, or simply the game engine being the game engine.
I'm only gonna say this one time, you make the most of basic materials that comes with the game a real modding genius so I have decided to download and use most of your settlement mods as I will get excellent results without having to download a ton of other mods like most settlement transfer mods force you to do. You are light years ahead of the pack
