About this mod

Makes some bad perks useful and rebalances overpowered ones.

Requirements
Permissions and credits
Changelogs
Perks were majorly bogus, so I made them totally gnarly.

This mod alters perks I personally found to be underpowered or overpowered, and a few extra optional features.

The individual Unbogus files are no longer really supported due to
difficulties in keeping separate mods with separate entries
up to speed, they will still work just fine but
Unbogus Fallout Overhaul
is now the main focus

Features include:
The main damage dealing perks(Commando, Rifleman etc) grant you 5% damage per rank instead of 20%, optional file for vanilla values available

Strong's Com perk gives you +40% melee damage when you're below 40% health
Nick's Com perk makes it easier to persuade people and gives you +10% damage with all pistols (like with all perks of this nature, the damage bonus will not be visible when looking at pistols, but it's there)
Deacon's Com perk gives you +50% sneak damage instead of +20% (to clarify, this will result in x3.0 -> x3.5, not x3.0 -> x4.5)

All passive healing effects from perks now work in combat

Various perks have altered level requirements, mostly lowered to give you more options earlier on
NPC's deal much less bonus damage, like for instance Legendary enemies, yes they are perks :P [not in the Alt version]
The descriptions of various perks have been corrected to include more information, for example Sneak never mentioned you create less sound from all movement, now it does

Pain Train now works outside of power armor, like it should've!
Pain Train rank 3 does not work against oversized enemies, like deathclaws or behemoths
Strong Back grants you +25/+30/+35/+40/+70 for a total of +200 to carry weight, don't forget to lift with your legs
Strong Back gives you +5% movement speed while you're not in combat
Toughness gives you 10 Poison Resistance per rank alongside with 10DR
Toughness 5 grants you increasing damage reduction based on how many hostiles you are engaged with at once, come get some!
Basher gives you 75/150/300/500% extra damage instead of 25/50/75/100%
Basher rank 2 & 3 gives you 15% and 30% chance to cripple a limb
Basher rank 4 gives you a 50% chance to inflict a critical hit, which is very powerful and can completely replace melee weapons
Steady Aim gives you 20/40/70% increased accuracy with firearms and -10/20/40% spread for shotguns

Night Person grants you increasing health regeneration every rank, slightly less effective compared to Solar Powered due to being a lower-end perk
Night Person no longer gives you night vision while sneaking, it's not useful and was annoying
Night Person & Solar Powered healing works indoors, side effect of fixing a bug but hey.. it's a feature now!
Locksmith rank 4 increases sweet spot size by 100% instead of making lockpicks unbreakable
Refractor additionally gives you a 20/30/40/50/60% damage reduction whenever you're above 90% health, can be useful to survive mines for example

Refractor rank 5 additionally gives you 75% damage reduction if you are at full health, keep yourself healthy and shrug off surprise explosions
Sniper grants you additional ranged sneak attack damage, the same you'd get from vanilla Ninja

Rad Resistant gives you 25/50/100/200 Radiation resistance instead of 10/20/30/40, making it worthwhile to invest in as rank 3/4 is like being under the effects of Rad-X at all times
Solar Powered rad regen is much weaker, but still worth it
Solar Powered grants you increasingly powerful health regen every rank, it's a high-end perk so it should be worthwhile to invest in
Life Giver 3 let's you create wine from water, it's a miracle!
Aqua Boy/Girl rank 2 gives you +40% swimming speed
Ghoulish has been turned into Rad Child which will grant you powerful health regeneration based on how many rads you have, at intervals of 100 rads
Lead Belly will give you a very weak Radiation Purge per rank, allowing you to effectively ignore small amounts of rads if you're patient

Severely lowered level requirement for pacify perks since they're useless without rank 2 or 3
You can try to intimidate targets every 10 seconds instead of every 60 seconds

Nerd Rage triggers at 35% health instead of 20%
Nerd Rage rank 2 gives you 100 DR instead of 30 and rank 2 gives you 200 DR instead of 40, get angry!
Robotics Expert rank 2 no longer gives you an invisible +40% damage bonus against robots, this is probably a leftover feature bethesda forgot to remove since it goes away at rank 3 and is not mentioned in any description
Hacker rank 4 gives you one additional guess and 50% faster lockdown cooldown instead of lockdown immunity
Medic gives you 20/40/60/100% additional healing & rad removal, this means that rank 5 will have the same effectiveness as vanilla rank 2(base 30% healing + 100% effectiveness = 60% healing), now you'll want to go beyond the first rank of Medic for a change!
Medic rank 2 & 3 will additionally increase the effectiveness of Med-X and Rad-X
Medic rank 4 additionally grants you 30% damage reduction when you're below 25% health, if you are facing 3 or more hostiles while this happens the effect gets boosted to 50% damage reduction, giving you a good chance to run away and recover

Sneak is less effective at hiding you in plain sight
Sneak 2 & 3 no longer disable traps or mines
Sneak 5 no longer 'causes distant enemies to lose you', that effect seems to be broken anyways and has been replaced with the ability to ignore floor-based traps and becoming harder to see
Sneak rank 5 additionally makes you much harder to see in the dark if you are not moving and have your weapon sheathed
Blitz gives you increased movement speed and reduced damage taken while sprinting instead of vats melee distance
Moving Target gives you +50 and +100 to resistances instead of +25 and +50
Moving Target gives you a 3/6/9/15/20% chance to dodge any attack at any time per rank
(does not stack with the Unstoppables magazines but calculates alongside it)
Moving Target rank 4 gives you +20% movement speed while sprinting
Moving Target rank 5 will double the dodge chance if your health falls below 35%
Quick Hands gives you 25/50/75% faster reload spead instead of 35%, and 20 action points instead of 10
Ninja only applies to melee weapons, since when does a ninja wield a shotgun?
Ninja grants you x4/5/6 sneak attack damage, still 'very' powerful but a bit less overpowered
Ninja grants you 15/30/55% faster movement speed while sneaking
Ninja additionally makes you 5/10/20% harder to see in the dark while sneaking
Action Boy/Girl additionally gives you 50/75/100% extra jump height while sprinting and 30/50/80% reduced fall damage

Scrounger 4 has a 15% chance to give you all lost ammo back when firing the last loaded round in your weapon instead of 5% chance

Mags & Bobs:
Massachusetts Surgical Journal gives you +4% limb damage per mag instead of +2%
Astoundingly Awesome Tales #1 gives you a pretty small amount of health regen but a lot more than vanilla which was basically next to nothing
Astoundingly Awesome Tales #5 gives you 10 Poison resistance instead of 5
Astoundingly Awesome Tales #10 gives you 10 Radiation resistance instead of 5
Explosive Bobblehead grants +10% explosion damage instead of +15%
Science Bobblehead gives you 50% shorter terminal lockout duration instead of 1 extra guess
Medicine Bobblehead gives you 10% additional effectiveness to both stimpaks and radaway
Speech Bobblehead additionally makes speech checks slightly easier to pass

Ballistic, Heavy, Melee, Unarmed and Energy bobbleheads give you +5% respective damage instead of +25% crit damage

Miscellaneous: [Optional]
Cymbal Monkey Toy Trap triggers much faster, now it's an actual threat (.5s instead of 3s)
Limbs no longer heal on their own after 30 seconds, making stimpaks slightly more valuable
Default jumping height is 150 instead of 90 (it's not as high as it might sound, vanilla jump height can't even get over a picket fence)
Fall damage starts at a somewhat shorter distance but is lessened
The screen effect of getting hurt is a lot more noticeable instead of a gentle blur, getting hurt hurts!
Stealth is more difficult with longer search times, longer sight distances and a few tweaks, nothing too crazy but you'll want higher agility & more perks now
You will no longer see hostile blips on your radar, no more magic senses for you

Public service announcement:

Like with any perk mod, if you install this in a save where you already have
any of the affected perks, the perk effects may not work properly,
sometimes they will but if you notice anything is wrong you will have to
remove the perk from yourself with console commands and then re-add
them again, here's an example of how to do it if you don't know already:

Let's say you're looking for the Basher perk
1. Open the console with the button right under Esc
2. Type;

help basher 00

Or if the perk you're looking for has a space in it, place " marks around it, like;

help "rad resistant" 00

You will then see a list of ID's with names next to them for the perks,
most commonly, the lower on the list the perk is the higher the rank it
represents, but not always so you might have to do trial-and-error to
find the right ID.
You can use Page Up and Page Down on your keyboard to scroll up and down the list.

3. Type;

player.removeperk [ID of perk here]

and then

player.addperk [ID of perk here]

4.That's it, if you have multiple ranks of a perk it should be fine to only do this for the last rank you own,
but if you want you can repeat the process for each rank available of the perk.
