Details:
Simply, all game settings that modify pickpocket chance were modified to have minimum unit of 100%.
Specifically:
fPickpocketAmountMult = -800
fPickpocketWeightMult = -50000
(I believe these values are multiplied with the item's price/weight to give detrimental percentage, but my math didn't match exactly with in-game results.)
Each level of Pickpocket perk gives 3k%, 12k%, 27k%, or 48k% bonus per agility point.
i.e. Maximum value you can steal is quadratically proportional to perk level, and linearly proportional to agility.
Now that the success chance is 0% or 99%, you don't need to save and load until you high roll! Either you can steal it, or not.
Since a single increment in item price decrease the chance by 800% now, you need the first Pickpocket perk to steal anything.
Fusion cores can be removed from power armors with level 2 Pickpocket perk.
At perk level 4 and 10 agility, I was able to steal about 280 caps maximum.
You will not be able to steal any kind of heavy weaponry; there is no way around this, and I believe this is very fair.
Success chance is capped at 99% rather than 100% in order to prevent spamming, and to give you a little surprise every now and then. (trololo)
If this really bothers you, go ahead and fix it yourself using FO4Edit or any other tool.
Compatibility:
Pickpocket perk and game settings relating to pickpocket chances have been modified.
Will not be compatible with other mods that modify pickpocket system. (duh)
