Technically they're good guys and bad guys. They're only bad to us because of our beliefs but they think they're saving the wasteland by conquering it. Like the BoS and hoarding all the good technology... They're self righteous pricks!
caesar's legion DEFINITELY aren't good guys, they're slavers who treat women like cattle and nail people to wooden crosses sure you could say they keep people safe from raiders, but at the same time.. they're worse than raiders
the point of Caesar's ideology is that he knows the Legion aren't the good guys, he also knows that both the Legion and the NCR will collapse. because in Hegelian dialectics humanity goes back and fourth to different extremes like a pendulum until achieving balance. Caesar is not that balance, neither is the NCR they are just the extremes. I wouldn't say New Vegas has a good guy, the NCR are really into genocide and their ideology will lead to self-destruction. I just side with the Legion because I like Roman history and Latin, but it doesn't matter who you side with it only matters that you had fun and maybe learned something
only the conquered profligates get that, actual legion citizens seem to live normal lives, see primm if it's put under ncr control in legion ending. since primm has no sheriff in that ending, they don't put up any resistance, so the legion just incorporates them as citizens. they don't go destroying the city and enslaving/killing everyone since they're normal, honest folk, and are allowed to live normally, both men and women, unlike the degenerates on the strip or in nipton who belong on a cross.
