It's automatic and you change it by installing the rate that you want. So for example, you want to level up 10 times faster? Download and install "Faster EXP - 10x". From my basic testing it seems you should be able to swap the rates that you want mid-game with no major issues, although I don't recommend making a habit of this as it's never good to mess around with your mod setup once you've got a (serious) playthrough going.
Yeah thank goodness you made this mod. I'm a terrible player - always trying to not die since that really breaks my immersion. If I do - well, starting a new game satisfies me. I just drowned in power armor. After having hundreds of hours of game time I honestly didn't know that was possible. I thought those air tanks on the T51's back would last longer than 3-4 minutes (I didn't believe in drowning in PA anyway to begin with). Since I kow I'm gonna start a new game - and I don't like waiting around to get perks even though I always put atleast 6 in INT - that mod truly is a blessing. 1.5x - 2x the XP gained will be a big help. Thanks man.
Just how do I choose the file I need? I installed it, but nothing popped up asking me to choose a file, and in the game, I only got the Intelligence increase.
[EDIT]: Nevermind... I found the issue. I did the download with mod manager option at the top of this page, but that automatically selects the Int only file. Found and installed the one I wanted.

I usually change the parameters at the beginning of the game for a "fast" start, then at level 70 or so, I slow it down by lowering the values.
one of the "must have in load order" for me...I realize this is an extremely old mod but it works as advertised.

There is no level-cap, unlike in Skyrim. So at a certain level you can have all the perks
