Use a mod manager like Nexus Mod Manager and follow the instructions in the FOMOD installer.

OR

Extract the contents of the rar file and copy any of the PowerLinePhysics.esp's from the available subfolders to your Fallout 4 Data folder. The names of the subfolders are quite straigthforward regarding your options: "sens" means sensibility, "flex" means flexibility of the power lines.

Enable PowerLinePhysics.esp using a mod manager or manually.

Ensure these lines appear in either your Fallout4Prefs.ini or Fallout4Custom.ini:

Nothing extra to do with this one. Power lines should automatically react to wind conditions. Best used with weather mods such as fadingsignal's True Storms.

Should be compatible with everything.

Power lines with physics won't be highlighted in workshop mode when you look at them. Otherwise you are still able to move, store, scrap them as normal.

None at the moment.
