Same for many weapons on the nexus i just can't use a modern firearm in a post apocalyptic world without some rust, wear and tear. This is how i like my weapons in F4.
there are a variety of texture conversion softwares that you can use, but i recommend DDS converter on the nexus for people who are new to this. open the texture, convert it to an A8R8G8B8 WITHOUT Dx11 HEADER, then save it. this algorithm won't compress the texture, so it'll be a big filesize but it won't cause artifacts. modify your texture in GIMP/Ps/whatever, then save it. then you can use DDS converter to convert it to a BC7 if you want.
For your dds error what texture are you trying to import? If it's the specular then that is your problem. GIMP wont open vanilla specular files so your best and most smartest option is to make your own in with DTX1 compression setting.

I haven't been using the mod because of the clean textures. Now I can get behind it. Best looking pistol so far
