Renames Life Giver perk "Wasteland Messiah" and changes effects. Be more influential and get health bonuses from wine.

So, Life giver is kind of a boring perk. This attempts to make it a little more interesting and entertaining.
-With the first rank you get a 30 point fortify health buff for 30 minutes from drinking wine.
-The second rank bumps it up to a 60 point health buff and adds a 10 AP buff.
-The third rank adds a 10 minute health regeneration effect equal to what you get with rank 3 life giver. The punch line is that you also unlock a recipe to turn water into wine, essentially making these effects permanent.
I added an undocumented effect that rank 1 and 2 increase your chance to pacify animals and people (ever so slightly). Rank 3 increases your chance to persuade people in conversations (also a minor buff). As an added bonus, the fortify life effect is considered a chem effect, so ranks in chemist will increase duration.
I consider this a borderline cheat mod, but the effects aren't that much better than vanilla Life Giver. And until you reach rank 3 wine isn't super common. But if you think role playing as an alcoholic, sort of pacifist who thinks they are the messiah (or is?) would be funny then this is for you!
