Most enemies that shouldn't be carrying guns and armor don't spawn legendary gear. Animals, bugs and robots still have a chance to be legendary, but won't drop legendary gear. Humans, ghouls, super mutants and synths still do.

Description:
This mod checks what type of enemy spawns as a legendary and uses that to decide whether to place a legendary item in their inventory. They will still have all the stat bonuses of a legendary enemy, you just don't get any bonus reward. What this means is that most enemies that shouldn't be carrying guns and armor don't spawn legendary gear. Animals, bugs and robots still have a chance to be legendary, but won't drop legendary gear. Humans, ghouls, super mutants and synths still do.

Update:
There are three versions of this mod to choose from. version 1.0 allows legendary mirelurk, deathclaw, radscorpion and feral ghouls to still drop legendary items. Version 1.1 removes the chances of any legendary creature dropping legendary items. And an alternate version in the file section that will only prevent legendary items from spawning on legendary bugs like radroaches and bloatflies. Choose the file that suits your taste.

Why?:

Realism and balance. If it doesn't usually carry a gun or armor, it probably won't as a legendary creature. Humans, synths and super mutants however make sense that they might carry some special equipment around. Also, even as a legendary, things like radroaches and molerats never posed a real threat. And in vanilla Fallout I found by level 30 I was swimming in legendary gear. Now they are much less common.

Compatibility:
Requires base game only but should affect DLC legendary creatures just as effectively.

This mod only changes a very small part of the game which I don't believe any other mods touches. It should be compatible with any other mods, including other mods that alter legendary mechanics. This mod just modifies a magic effect (no quests, scripts, items or NPCs) so should be relatively safe to add and remove.

Details of mod changes:

The only thing this mod changes is the magic effect "abLegendaryCreatureItemEffect". By adding conditions to check that an NPC has a keyword you can choose which types do and don't get legendary items. If a legendary NPC has keywords ActorTypeAnimal, ActorTypeBug or ActorTypeRobot then the game doesn't place a legendary item in their inventory and they spawn with default gear. I left out ActorTypeCreature because the other keywords affect most of the NPCs I was targeting and by doing this feral ghouls should still drop legendaries.

How to customize:

If you want to customize this it is very easy. Open the above mentioned magic effect in the CK and delete any keywords with not (!=) states or add new ones if you like. Don't delete "haskeyword EncTypeLegendary == 1" as that is needed for it to work. Doing a search for "ActorType" in keywords will show you options. check their use info to see what NPCs use that keyword to determine who will be affected.
