It's weird, I think I've seen a bipod on a sniper rifle in a loading screen before but I just realized there was no way to actually get a rifle like that in game... I think there have been other things on loading screens too that aren't obtainable in game, like that gunner that had green gunner themed combat armor that even had the gunner logo on the chest, and I think there was a few pieces of armor that looked different on loading screens. (Skyrim did that too, there was a sleeveless leather armor you could only see in the loading screen.)
Is this just aesthetic or does it have functionality? Your first image had me hopeful.
I think the bi-pods have been added as additional weapon modificatin in other mods but they don't really serve any purpose besides aesthetic.
I can understand it probably won't happen because of the technicalities but it would be cool if the bi-pod had functionality, i.e. generally the bipod is up but brought down when standing by cover or peaking over giving some sort of accuracy bonus to VATS, decrease in weapon sway, or provides permanent steady scope.
It does look cool but I hesitate to use bi-pod from mods because it's constantly fixed in that extended position or vice versa.

Have a look at Kazumamqj's Modular Simonov rifle. Its bi-pod adds a serious amount of stability to the weapon.
