Adds a brand new noir styled outfit with a touch of the Wasteland.

This is my first outfit, so if there are any issues with it, please report them.
To find the outfit you need to go to a new location on your map near Vault 111 entrance called "Abandoned Corvega".
You'll find a black car there that acts as a container, the outfit is inside it.
The outfit consists of:
-The Silent Marksman Outfit
-The Silent Marksman Hat
-The Silent Marksman Sunglasses.
This outfit is male only and don't bother asking for a female version, because it's not going to happen.
