I was curious why people were saying this mod doesn't work. So i downloaded and checked it out in Fo4edit. It appears that instead of overriding the existing game setting it has created a new record of a game setting with an identical name. I'm not sure if thats what causes the issue some are experiencing, but all the other (200ish) mods ive ever used, when they want to modify vanilla variables they >copy as override< the existing setting/item/etc and edit that to their liking, instead of creating a new record that looks the same but isn't attached to the old. That's usually a method i see (and have used myself) to create new objects separate from existing ones instead of overriding existing.
But i'm not the mod-maker, so i could be wrong, all i do is customize mods i download when i want to change something about them.

Well I have been playing Survival for years and had no idea it was actually making life harder. I don't see any point changing it now as I'm so used to surviving at this difficulty it don't even seem that hard any more. I used a lot of tactics to survive- and that was in some playthrus without Power Armor you get in the beginning. To be honest, those of us who managed this long in default Survival should be rather proud of themselves. :)
I'm aware the mode removes those two hidden perks that make the enemy damage ludicrously high, but I feel that 1.5x player damage was a bit too much and wanted the multipliers to be just like Very Hard difficulty which I believe is P: .50x E: 2x for that difficulty, any advice on changing these said numbers as I'd like my run to be like very hard but with survival's mechanics.
If you want a fair fight, just set it to the same for each value. But survival has two modifiers for player, and two for npc, you need to set HC_IncomingDamageMult and HC_OutgoingDamageMult multipliers to 1, and the fDiffMultHPByPCSV and fDiffMultHPToPCSV to what you desire it to be. The vanilla game has HC_IncomingDamageMult (enemy) to 2x and fDiffMultHPToPCSV (enemy) at 2x, that amounts to 4x damage to the player, so any weapon does 4x damage, a pipe pistol will deal 40 damage to you. It has HC_OutgoingDamageMult to 1.5x and fDiffMultHPByPCSV to 0.5x meaning you deal 0.75x damage, so a pipe pistol you shoot deals 5 damage unmodded. so it's a 8:1 disadvantage.
If you max out your gun skills with all perks and stuff, you can also deal a shitload of damage, like with all the gun perks, bloody mess level 3, and take some psychojet, and hit when sneaking with sneaking perks you can probably also get up to 4x damage or something like that, i never really bothered to do the exact math, but this is not how a game should be balanced imo to be enjoyable.
I never tried Horizon or any other rebalance mod, cause i rebalanced stuff myself mostly, but i'm guessing it can't hurt to use a total rebalance mod if you really want to enjoy the game without being frustrated.
8 years of playing this game and only now i find out Todd lied to me about survival damage, i thought survival was player deals 2x more damage but takes 2x more damage.... why on earth is it 0.75 and 4x ??????????
It's actually much worse in some cases. some legendary enemies have a 3x damage perk when they mutate, so they have a 4x mult from playing survival, and that multiplies by 3x when they mutate. That means a 50 dam hunting rifle will deal 150 to begin with, and 600 when they mutate, that is more then the damage one of your mininukes will deal. And it can even get worse, cause sometimes they spawn with a two shot hunting rifle and they actually use it, they don't normally, but every once in a while they do, and then even the best power armor won't save you when they headshot you with 24x 50 damage. Cause a headshot will make the 24x even 48 x 50. That's 2400 dam from a hunting rifle, it doesn't happen often, but it will happen if you play the game often. So yeah, pretty ridiculous game this, sometimes you get lucky and just get by until you are level 30ish and have ballistic weave and good armor, or ggod power armor, and than the game becomes playable, and sometimes you get one shotted time after time if you're unlucky until you reach level 30.
So in terms of balance, this game is just silly..sure, if you're level 100 you are a god, but before that you can easily get mangled constantly. I genuinly don't understand who balanced this game at Bethesda, but the dudes where obviously not all there.
I actually played survival for a year and never got one shotted ever, i hardly even died, and all of a sudden the game decides enough is enough, and starts one shotting me every 30 minutes for 3 whole playthroughs..
that's when i decided i had to take away some legendary perks from those legendary assholes. So i made the highest 3x perk 1.5x damage and the 2x perk became 1.25x. And the damage multipliers are all set to 1:1 and i scaled all NPC's to the player, so now it is doable, and gets nasty when you go over level 50 and gets progressively difficult after that cause enemies get much tougher.. Like it is supposed to imo. You actually need good legendary weapons after level 50 now.
Hi, thanks for this cos Id never heard of these values. Where did you find the 'highest 3x perk' ? cos Id like to edit and lessen it also. UPDATE: found it by searching FO4Edit for 'crDamage' , there are 6 to change, all affecting legendary dmg. Hope this helps others..

I used to play on Very Hard(1700+ hours) so to me 200% extra enemy damage feels harsh but more than fair. Intended or not, Bethesda's 400% enemy damage was crazy and it was forcing you to play a stealthy Sniper all over again in order to not get killed by your own sneeze

The formula is:
HC_OutgoingDamageMult x fDiffMultHPByPCTSV = Damage done
HC_IncomingDamageMult x fDiffMultHPToPCTSV = Damage received
By default the values are:
1.5 x 0.5 = 0.75 (Damage done)
2.0 x 2.0 = 4.0 (Damage received)
there is only one downside.
it does make the game to easy.
before this mod on survival i could get one shooted or at least get my hp down to 25-30%
with this mod enabled i barely get any damage at all.
tested fighting the same raiders on the same spot.
so i recommend this to anyone that wants that normal combat and survival difficulty needs.
