If you're having trouble in game with textures randomly losing their detail:

Thanks to the help of Augh3d and information I read from Giraffical.
I found out that MipMaps render incorrectly. If you want textures to stop loading fuzzy:
Go to Users\Owner\Documents\My Games\Fallout4
Open Fallout4Prefs.ini, and change iTexMipMapSkip=0 to iTexMipMapSkip=-1 (That's NEGATIVE one, not one)

Still having problems?
Should you have ENBDev, go to Program Files (x86)\Steam\steamapps\common\Fallout 4
Open enblocal.ini, and change ForceVideoMemorySize=false to ForceVideoMemorySize=true
If you're unsure, stick with the 4GB Ram option VideoMemorySizeMb=4096.
To prevent (not eliminate) crashes, use F4SE and move nvac.dll into Program Files (x86)\Steam\steamapps\common\Fallout 4\Data\F4SE\Plugins
If you can't stand what's happening, reverse these changes. Set ForceVideoMemorySize=false.

Thanks to rich2005 of http://www.gimp-forum.net/, I was finally able to automate the process of adjusting:
Brightness, Contrast, Hue Saturation, Sharpness, Color levels, and Light & Shadow lighting effects.
This means I was able to improve 808 files of Architecture, and 6,129 files of Terrain!
These have been optimized (DXT-5 after editing) to prevent extreme FPS lag. All files should be the same size as before.

Installation
Nexus Mod Manager: Go to the "files" tab on this page. Press "download with manager". In NMM, go to category "Models and Textures".
Select this mod. Press the giant green check mark.
Yes to overwrite anything, unless you have specific textures from other mods you don't want to overwrite.

Manual installation: (recommended if you have other building or land retextures you want to keep)
Open the .zip file you downloaded with WinRAR or 7zip. Go into the Data folder in that .zip
Now open up your Program Files (x86)\Steam\steamapps\common\Fallout 4\Data\Textures\Architecture folder.
Drag and drop the folders from the "Buildings-20865-This.zip" (Data\Textures\Architecture) into that folder.
Navigate to Program Files (x86)\Steam\steamapps\common\Fallout 4\Data\Textures\Terrain
Drag and drop the folders from the "Lands-20865-That.zip" (Data\Textures\Terrain) into that folder.

Also check out Gritty saturated animals and robots, and Gritty saturated Commonwealth clothing and armor.
Next (eventually) I'm going after the weapons and the items :D
I haven't done the DLCs yet either. I might get around to all the textures in those.
