I like this weapon, it's a weapon brought back from New Vegas who wouldn't like that? However, there are several things I don't like about it that I think would make it better if it were changed.
First most is the ammunition. I get it's a 9mm pistol, it's called a 9mm pistol, and it's supposed to be chambered in 9mm. However, I find it an unnecessary addition. I know finding ammunition isn't hard, but its an inconvenience when modders dedicate an ammunition to a single weapon and I have to scrounge around to keep that one gun fed when there's already an acceptable .38 round that serves as low level ammunition.
My second gripe is the sight mods, some of which I think are very incorrect, and some research should've been done prior making them, and are also lazily made. I have no problems with you ripping off some of the sights from the other guns, except for the box looking one because that looks out of place on such a small pistol, but you didn't put them on correctly. Reflex sights are meant to be mounted on or replace the rear sight, not be put on a scope platform. Then there's the scoped mod, which I have a real problem with. First of all, the frame holding the scope is incorrect. It isn't bolted onto the gun, the frame loops under the gun like so: https://ziedrich.files.wordpress.com/2010/05/9mmpistolextendedmagscope.jpg
Second of all, the scope isn't the short scope from NV. It's the hunting/combat rifle scope ripped off and put on the frame with railings that isn't supposed to be there. The original frame and the scope that lies on the base of the frame is all one thing, like so: http://vignette3.wikia.nocookie.net/fallout/images/f/fe/9mm_pistol_with_scope_modification.png/revision/latest?cb=20110208195127
My third gripe is some of the muzzle mods. Some of them have the light color of the hammer and trigger that clashes with the rest of the gun, which in all honesty makes the gun look ugly. They should be the same color as the slide, so that they'll fit in more or less seamlessly with the gun and won't contrast too much. The suppressor is too thin, and a bit too long, thicken it up a little, and it will be all set.
My last gripe is the sound. I think it's too quiet and hushed to sound just as powerful as the 9mm pistol from NV. It needs to be loud, it has to sound like it packs a punch. One of the few important things with making a weapon have feedback is the sound. Even if the gun and the animations are the best, if the sound is weak, the gun will feel weak, and the person would think the gun is weak and ineffective.
"A weapon needs to actively demonstrate to the player that it can and has caused damage; it’s not enough that a weapon has to BE effective, it has to FEEL effective." From: http://terminusest13.tumblr.com/post/96527833396/what-do-you-think-is-the-most-important-thing-a
The gun is well made, but these problems hold back the gun from being near perfect. I hope you'll take this into consideration, and improve your already decent first mod into a good one.
    Cheers!

Finally a good critics of my first work Ok, guess i have to defend myself (English is not my native language, so sorry for it)

      1) The ammo. I don't agree, .38 is not a 9mm. I know that there are 3 types of .38 caliber - .38 Browning or .38ACP (9x23mm), more powerful .38
Super (9.04x23mm) and .38 Special (9.1x29 R). The ammo that FO4 has - it's scaled down .44, so i can't tell what exactly it is (Bethesda even lazier than I am), but assuming that it used by semi-auto pistols and rifles, it is a .38ACP. Hi-Power is feed by 9x19mm Parabellum, whish is (by Fallout lore) common only on Mid-West of USA (Only FNV and Fallout Tactics had it). By taking it to attention, 9mm pistol should be rare as well.
Eventually i thought that it's ridiculus to call the gun "9mm" and make it use .38 ammo by default. But I failed on implementing and balancing , so that's a different story.

2)Agree, sights were made with extra laziness Still i'm not quiet agree with you about reflex sights on rail. Some of the people actually installs them on picatinny mount http://www.neumount.com/img/work/full/AS_SPFA.OPRTR_RS.jpg
Besides, rail mount makes them more stable and easier to aim in gameplay. IMHO, watching how slide with huge reflex "hits" players head could be uncomfortable. And speaking about scope - i had plans to remodel it from scratch, but still can't make myself do it
And few words why rail mount is bolted to frame - Base Hi-Power does not have underbarrel picatinny mount to hold any scope attachements. So i thought - what about solving this in wastelandish way? So i've cut bottom part of it and bolted it directly to receiver. So i'ts kind of artistical imagination, and it's not meant to be realistic

      3) White compensator is made from aluminium, and usually it's not painted https://s-media-cache-ak0.pinimg.com/originals/12/dd/cf/12ddcf73ff44c2e6d239ab0e27fd53b0.jpg
And again- it is based on personal taste, and with white trigger, hammer, barrel and rail mount it looks harmonic.

      4) Speaking about sound - again it sounds fine to me. It is as loud as most of vanilla guns, and strong enough for a small 9mm caliber (Seems like people can't be satisfied with them, cause i recieve complains that my .45 auto has to strong and loud sounds)

And last words about it - the more practice i have, the uglier this gun looks to me ( One of my first models after all) and i'm start to think that it will require a redux later... Still, i have a Napoleonic plans on future weapon mods, so i don't know if it will happen

      Thanks for nice criticism, cheers!

Thanks for taking the time to read this!

Funny thing about .38 is that it's a rimmed cartridge, meant for revolvers, which can't really be loaded into magazines. The appropriate round for that is a .380 cartridge, which can be loaded into magazines.

What you should be aiming for when making recreations of guns from previous games is faithfulness.
I personally think the reflex sights should be omitted from the gun. On such a small pistol like the 9mm pistol, it makes the gun look odd and bulky when mounted on the frame, and detracts from its simple beauty. A gun doesn't have to have 100 mods on it to make it interesting. Simple is better.

You said something about having problems with implementation and balancing, and I agree with you. The gun is somehow stronger than the 10mm pistol when it's meant to be a middle ground between the lesser .38 weapons and the 10mm pistol. From the video I have pulled up with its stats, it does 26 base damage without perks. That's overpowered for a 9mm pistol when .38 weapons does 13 base damage, and the 10mm pistol does 18 base damage. My suggestion is to nerf it down to 16 damage, which makes it a bit stronger than .38, but it's still marginally behind the 10mm in terms of damage. The receiver mods should reflect upon that change. To compensate, the gun should have a faster firing speed, tighter accuracy (would give the scope some better use), and a quicker reload speed. Some of these it already has, but they should be more prominent to show that the gun isn't as powerful as the 10mm, but it's a much quicker and efficient gun to make up for the damage. With those changes, the gun should be more common than the 10mm pistol in the leveled lists, and it would be interesting to see if instead of picking up the 10mm pistol in the start, the 9mm pistol takes its place along with its respective ammunition.
