Other mods either did too much or not enough, so I just made what I wanted. This is a lore friendly Marine Wetsuit & Tactical Helmet that is able to have Ballistic Weave added to both items. It's a shame that Bethesda added some of the best looking underarmor in the game and then didn't allow it to be modded in the armor bench.

This mod requires the Far Harbor DLC and a new trunk can be found in the Mariner's home, I'd like to think that this is something from her past.

This does not overwrite the standard Wetsuit or Helmet
