Okay so basically this will nerf the necklaces.  For what they are, they give incredible stats and thats a no-no in my book.  I rebalanced the weight and vendor prices of these items (will sell for more) as well as removing DR/ER and SPECIAL nerfs.

This will make necklaces more cosmetic and pretty much just SPECIAL.  I was thinking about adding more effects to the items, which i will probably do later when i get more aderall. I will add stuff like move speed and sneak multipliers.  Each will have pros and cons which I find to be super great for this type of video game and much to my surprise is absent on the game and most nexus uploads.  I will also try to see what I can do about level lists and what not if you don't want to kill people for the nice neckwear.  So yeah ill try to finish this later.  If you guys have any other mods that add in more necklaces I will see what I can do about improving on them. I only like lore friendly stuff so i will basically ignore anything that wont fit in with the fallout / stalker / last of us universes.  There is stuff in Armorsmith Extended that I will take a look at later.
