  Use console commands stopquest tpBCAIQuest followed by startquest tpBCAIQuest. You will need to close the console for each command to take effect. If you still don't get the holotape then you have some mod conflict which caused this mod not to start correctly. Don't spawn holotape directly into your inventory.
