It works, but now when I launch I get a black screen for about 30 seconds before the game starts. Fortunately I noticed that the game eventually starts... At first I thought it was a black screen of death or something.
Ok, after doing some testing with this and different starting console command entries, I can 100% reproduce it and diagnose the problem. Bethesda changed how the sStartingConsoleCommand entry works. It now fires at the launch of the game. which causes the black screen delay. Unfortunately, I have not found another way to reliably stop this from happening. Due to the purpose of this performance tweak being a "set it and forget it", I do not know of another way to implement the command.
It's a console command and from all indications a needed one. I'd love to express surprise that He Who Is Odd Tohward Us made it so you could change a setting and have it revert but I am against lying to you. I'll leave that to Not-Even-Sweeney Todd. (It's no wonder I consider The Sellout Odd Tohward and the company the Bathysphere!)

Regards anyone still having the above stickied problem or any other issue, if you haven't already tried No Godrays Whilst Keeping Volumetric Lights mod, it's worth considering. Works well for me. It's a regular mod plugin, not an ini or F4SE thing. I put it dead last in my load order. Cheers.
So I saw this mod being recommended in a video on youtube with a lot of views. While the mod is fine, there is a much simpler way of doing the same thing, without downloading anything.
All you need to do is create a cfg file called Fallout4Custom.ini, under your Fallout4 save folder. Make sure the extention is .ini, instead of .txt. Then you add the following: [General] sStartingConsoleCommand= gr off
That's it. After that the game will automatically turn off godrays every time you start it.
Edit: For whatever reason, whenever I typed that command here, it came out as "sStartingCjavascript-event-stripped gr off" after I clicked on Submit. The funny thing is that when I click on edit, it shows the command properly. Don't ask me, I don't understand it either.
That is not the command and it's probably why it didn't work for some people. This is it:

@FlameGuy0612pe9wy8wtuipa Maybe. If you are using MO2, check the profiles and see if the "Use profile-specific Game INI files" option is checked, because if so, MO2 will use those files instead of the default ones from the Documents folder. You can still create a Fallout4Custom.ini within MO2.

hi this used to work for me but now when i put in the start up command line when i start up the game it deletes itself even thou i press save when i put it in the costum ini any idea of why this happens now? thanks
