Adds Traits into the game.

Permissions and credits
This mod adds an assortment of Traits, allowing you to select them right after you speak to the Vault-Tec Representative
to assign your SPECIAL stat scores.

Any and all suggestions/ideas/criticisms are welcome.

Now, there is a terminal that will give existing playthroughs a free sample of Mutagen, allowing them to choose Traits.

Cons: -1 Charisma, -1 Strength, VATS attacks cost more AP

Pros: +15% to all damage dealt by you when you are below 50% Health
Cons: -2 Agility and -2 Perception when you are below 50% Health

Pros: Can never be addicted to Chems, Chems last twice as long
Cons: Heavy reduction of Experience gain from all sources
