(WIP) A complete Raider overhaul done in a fun and exciting way.

Description

Go, find a raider in Fallout 4. I'm serious go do it, I will still be here when you get back. If you did listen and find a raider, I want you to go find a raider on the other side of the map. After that I want you to explain how these two raiders in two different gangs ended up in the same armor with the same kinds of weapons.
If you can come up with a reason good for you because I for the life of me could not. At first this problem never really bothered me. It wasn't until I meet my first true gang that it first crossed my mind. It was the Triggerman, armed with there useless submachine guns and dressed in the dirty suits that first made me question these so called "raiders" in the Commonwealth.
But even then this idea was just a glimmer. A feeling that something is wrong but you don't know what. This idea became more certain with the discovery of The Forged. A true raider gang. All of them with armor unique to them as raiders and outfitted with weapons of the same type but different form everyone else. A force to be reckoned with.
The Forged was the first domino for sure. But even after this event they only solidified what was wrong and not how to fix it. It was Bethesda themselves who answered this dilemma. They did so with the introduction of The Rust Devils. Instead of adding new weapons and characters (as OBIS did for Skyrim) RRGE is going to replace the pre-existing raiders with new and exciting gangs.

I should also point out that I am not going to point out the raider gangs names or locations in the description. (check readme for complete list)
