This mod is basically just a remake of Legendary Modification in the creation kit 2.0.  
Tho, I am considering expanding on this mod with be adding a survival version and new effects later.

I did not add level requirements or perk requirements. I may add a version with them in future. So let me know if you want that.
It does include rare effects, power armor effects, and, some fixes for effects.

You can use the Detachable with Craft-able at the same time to get both options.

With this mod you can move effects around or make them. Stronger effects cost more to make as you can see in pictures.

Also, MPAM Patches for Mods based Power Armors (Midwestern etc) by Thirdstorm works with my mod as well.
