You need to replace the esp in the main file with the one in the optional file. (If using MO2, install main file first & merge the optional file into it)
Does this just make them stack on top of each other? Without this mod I can still snap them next to each other & also snap walls to foundations correct? (Been a while since I played).
Also, does this affect only the foundations, or also other concrete stuff, like cinder blocks? (I stack them up and place power pylons on them to raise them high so that power cables don't hang low)

I had to remove DDProd Stackable Concrete Foundations mod because it caused the regular Foundation to have a big red exclamation mark in the workbench build menu and unusable, not sure if it was patch 1.6 that caused that!..
I've never used this mod yet, but well it cause this issue too if I install it?
Someone had this problem too with my mod, but I tested it (with and without NMM and even Mod Organizer) and it worked fine. The files path is still correct so I don't really know. It might be an issue with NMM while installing the mods maybe. You should try a manual installation for both this mod and DDProd one, see if it works or not.

I found a mesh folder within a mesh folder in my data directory and it might missed up a bunch of mods because the mirrors from the ssex mod showed properly in my container menu today
I converted DDProd's mod into an ESL (and it works). This mod should work as the author did not make DD Prod's esp file a requirement, he didn't even make the DLCs a requirement so editing as he suggests may be done.
Now I'm just hoping Silix makes this a Light Master.

Using MO2, mod is on the very bottom of both panes (MO2 shows no mesh conflicts anyway). Lines in ini files are present.
Any ideas?
Edit: Ignore me, I am an idiot, I did not have the non-DLC-Stackable foundations installed. :D
