It always annoyed me that there are skeletons wearing helmets I cant loot. I can see why the uniforms might be too rotten to use, but the helmets look to be in good shape. Why on earth wouldn't I pry those helmets off and put them to use?
Rather than place a helmet in the world for every skeleton, I changed the model to display the helmetless skeleton. Most skeletons don't show helmets any more. If one of them does, you should be able to pick it up.
I am no longer playing Fallout 4. All my mods are free to use as resources by the modding community. Credit would be nice but is not required.
