I could not get the Clear Screen version you posted for the life of me but I had been tracking a color map mod that I could never get to work and he finally posted a setting that gives me the results as your screen shot. I did not have the blur just not the clean text without lines.
This works really well, super clear text and 100x better than default! Thanks! The only downside is that it doesn't use the PIPBOY color settings and defaults to white but I can live with that.
I've tried that bPipboyDisableFX=1 and a half dozen other things here and none of them seem to do ANYTHING. I don't know what's going on. I also tried editing the version in the Steam folder. Any chance the game just isn't using my preferences?
Note that some mod managers, ini config tools, and other programs can conflict or overwrite your ini changes. If you are having problems you do not have control of your files. Try to find what is conflicting or changing your changes. You can't just mod, you got to know what's going on too.
I have a question, iv'e been looking for a mod, or a setting that removes the "E) STIMPAK(19) R) RADAWAY (11)T) LEVEL UP (3)" And the same to every pip-boy tab, because i'm an immersion wh*%#, so i'd love to have my pip-boy as if i had it in my wrist... without the key reminders... so if there's a possible way that you guys know, i'd love if you let me know... thank you!

To install just replace this file with the original in: "C:\ProgramFiles\Steam\steamapps\common\Fallout 4\Data\Interface"
Make sure you make a backup of the original just in case (for me it works perfectly)

Try removing the lines that I suggest in your Fallout4Prefs.ini and check the differences. Also other mods can change Hud settings and I don't know what you have installed.
If you got the game through Steam, be aware there's a second copy of Fallout4Prefs.ini you need to make these changes to in your Steam game directory. (On my machine it's c:\program files (x86)\Steam\SteamApps\common\Fallout 4\Fallout 4\Fallout4Prefs.ini)
The pipboy is perfect now, but I'm still getting scan lines and sort of this blur on terminals. It is less than before, but still annoying. Is there any way to just completely remove those effects?

This is what finally worked for me. Now without the scanlines I can use much smaller text with the Def_UI mod and its still legible.

When i am in power armor i get weird glow and blur.
Those lines are not in the original INI so if you didn't paste it there they are not there.
Hope this makes sense...
