Adds an NPC named General Westley as a possible companion.

This is a mod that adds an NPC named General Westley to the players pre-war home in Sanctuary Hills. He has a custom voice and can be recruited just by speaking to him. He is able to be dismissed to a settlement where he will wait for you until you recruit him again.
GW IS NOW FULLY VOICED.
Currently the player character does not have a voice when speaking to Westley. I have yet to decide if I will add a voice to the player when speaking to Westley.
This is my first mod so it's nothing special, if you have any suggestions, ideas, comments, or questions just let me know.
General Westley currently comes with a laser musket, 100 fusion cells, 5 stimpaks, and the Minuteman Generals outfit.
