Messed around with the Creation Kit to get rid of the annoying problem of needing to drink water after taking chems and stimpacks.

I wanted to make it less frustrating and annoying that for some odd reason you'd lose a tick level each time you took a Stimpak or any form of Chem in Survival mode, making it truer to the Hardcore mode I loved in FNV.
