The Mercer Safehouse quest randomly chooses the location of Mercer Safehouse from a list of 12 possible settlements. This mod removes the randomization, forcing it to choose the settlement that you want.
The location of Mercer Safehouse is chosen when you talk to Doctor Carrington in the Railroad HQ to turn in "Boston After Dark". This mod must be enabled during that conversation in order to work, but once you've begun the Mercer Safehouse quest you should be able to deactivate and remove it safely.
Installation
Automatic: Install through NMM or Mod Organizer 2. The installer will allow you to choose which of the 12 settlement locations you want to use.
Manual: The archive contains a separate folder for each settlement. Copy the .esp file from one of those folders to your Data directory.
