This is the single most important graphical tweak I've made for FO4, and it took me forever to find it. Hopefully it helps some people.

This fix is for Nvidia users. There may be a similar method that can help AMD users, but I am unaware of it.
These changes will combine FO4 TAA and NVidia FXAA to soften your edges to the point where you will no longer experience a shimmer when moving the camera.
It has been suggested that you use ReShade with LumaSharpen to bring back some clarity. Personally, I use Subtle ENB which has built-in SweetFX with LumaSharpen, and does not require ReShade.
INSTRUCTIONS HERE
1. Open Nvidia control panel.
2. Click Manage 3d Settings.
3. Select Fallout 4 in the dropdown list of applications.
4. Set Antialiasing - FXAA to "On"
5. Set Antialiasing - Mode to "Enhance the application setting"
6. Set Antialiasing - Setting to "4x"
7. Hit apply and close Nvidia control panel.
8. Open Fallout4Prefs.ini and find "sAntiAliasing"
9. Set it to sAntiAliasing=TAA
10. Enjoy!
OTHER NOTES
The above instructions are also in the text file available for download.
This will probably impact performance. If needed, try using FXAA x2 instead of x4 (unconfirmed).
My screenshots are not relevant, since the shimmer is only noticeable while moving the camera. I just wanted to give an example of what my settings look like.
