   When I wrapped up ArcJet, I accidentally recruited Danse into my party. About 6 hours later I realized that I didn't see the blimp overhead for the BOS, didn't hear anything on the military frequency, no vertibird waiting for me on the roof of the police station.
   
   Is there a fix for this that anyone has found, or do I have to start all over (because I don't have a save file before ArcJet).

      You completed the Kellogg fight right? AFAIK the blimp doesn't show until after that even if you've been doing Danse side quests.
