No, sadly, it really isn't. Not to single out this mod as buzz saws are already a Fallout weapon, and my criticism applies to all of them. They always look really cool and scary, but as a weapon any such spinning saw blade would be terrible. The problems with a circular saw that need to be mitigated are kick back, sticking, sap (and other gloop) and debris in the guard hood. To operate such a saw cuts need to be on clean dry surfaces and cuts kept straight (well, curves can be done if cut depth is greatly reduced against the guide plate, which these weapons in Fallout don't have anyway). The teeth need to be constantly kept clean of debris and sharp to stop them from sticking. Swinging this thing around with gay abandon against moving opponents would result in it either skipping off the target (especially armour) or almost immediately getting stuck (and/or potentially ripping out or your hands if the target is moving).
Furthermore, you need to avoid absolutely any sideways pressure on a saw blade plate to stop it warping, snapping or at least losing teeth. The steel-hardening on teeth (needed to keep a practical sharp edge) makes them brittle to any of the abuse you'd be putting them to in a fight. And of course all these problems would be even worse for a chainsaw blade (another popular weapon in Fallout). In short, as a weapon circular blades wouldn't last 5 minutes, and chainsaw ones half that. Real life isn't like the special effects in movies. Sorry to be - wait for it - a total buzz kill.
At least with a buzz axe you could use the axe side to kill something and then use the saw to cut it up (animal carapace, bone) or of course use it as a tool for felling and cutting wood. However, were that the case you'd prob want an axe blade, not spike, and have a retractable saw (or a retractable plate covering it) so the saw isn't hit and bent - and rendered totally useless - while you're fighting.
i have the one handed version alongside the leveled list integration but i still see no buzz axes, and even attempting to spawn it in doesn't do anything
