Adds a craftable chem which toggles the rampage perk. Gain a killing spree to get a massive buff, 10 voiced options to choose from (For Now)

The audio plays on kills 1-7 then every other kill after has a equal chance to play 1 of nine audios. Kill 6 activates the buff.
Adds a craftable perk chem at the chemistry station under healing. Take once to add take again to remove. The perk tracks kills in a 10 second window from last kill and will give a massive bonus to speed damage and damage resistance on the 6th kill for 25 seconds. There are 10 different announcer packs available.
