I would be fine with just a few strategically placed where you can find them, and maybe have them for sale from the Institute store.
This LAER isn't a strict recreation of the one in FNV (the receiver is more complex) so I'm thinking the institute produced a slightly different model to arm their coursers with (the idea of a killer robot using an anti-robot electrical weapon to hunt down escaping synths is both ironic and terrifying from the perspective of the hunted synth, and the incapacitating taser-like crit effect also fits well). It then wouldn't be too much of a stretch for a select few railroad agents to have requisitioned LAERs either.
