      damn dude. I'm sorry to hear that. I know the feeling. I use to have a AMDRadeon 490 sapphire with the same urban area FPS average as my new GTX msi1070
      I can't get past 19fps in ANY urban area with all mods off and no enb. When I have my enb and mods installed i get 17-19 frames. So it's not the mods.
      I tried unlocking my CPU usage fallout 4 uses, I also tried the urban area fix, and shadowboost with absolutely no luck. My system just wont render urban areas past that frame rate. I tried everything dude. I even upgraded my GPU and CPU and I am still screwed as far as that goes lol

      I even dropped shadow distance really low and I got graphical errors on my character and shadows on the ground. I still only got up to 19-21 FPS in A heavy urban area.

      I have the exact same issues. I've tried all the fixes imaginable but nothing saves my framerate in cities... I wish I could figure a way to fix it. It has to be more than just bad optimization.

      I was thinking it has to do with AMD CPUs and maybe it runs better with Intel chips instead?

      IDK i've got a 4770k and still often get garbage framerates.

      I recently saw that someone with a gtx 1080 and a I5 what ever it is and he got really garbage framerates in urbans areas or when ever he goes to urban anything in game. I also have that issue. So It goes to say that Fallout 4 is not well optimized nor will it be by Beth. Hopefully someone later down the road finds a way to fix this mess. Like they did with Skyrim.

    Well, according some theories, i saw on youtube, skyrim is placed to same reality as fallout, but couple of million years later, so if you are, that means, you overslept in cryo little bit more, than just 210 years

      I seen that too. The only thing that debunks that theory is the two moons on nirn. Even though it could have been made by other means. But who knows lol.
