The only thing I have ever really done with work with ENB's for skyrim. I'm not very fluent when it comes to fallout.
But if I could think of anyone I would think of Elinora when it comes to fallout. Maybe you can ask her about any questions you have.

More or less this is what you need to get the same result or something similar that I have.
And the hood is from The Rebel outfit by L0rd0fWar but the file seems to be hidden or taken down.
Sorry, but I also do not have a separate file in my archives for that mod just in my NMM only

As for the rebel gear, it's actually included in his "Mercenary Armor Pack" now, along with a lot of other stuff he made.

Anticipating some awesome images (no pressure).
I finished 2 play-throughs of FO4 a few months ago.
Just picked up FO3 on GOG on sale.
I plan on taking more. I can't get into the story of FO4 sadly. Idk what it is, but what ever. I just go around exploring the common wealth. except for any urban areas. My fps drops to 8-13fps. And it isnt the ENB. I only lose 1-3 fps using it. And in all areas I get 36-43 as the norm for performance. solid 57-60 in less dense areas and with no urban areas.
I hope someone makes an amazing fix one day. And the urban area fix doesn't help.
