You bring the gun to the game? I hope so!
As for why not real, functional weight, as all of that mass ends up making the gun nose-heavy, versus the actual accuracy and effective range gained by the length of the barrel. There may also be an issues with recoil operations and the barrel not tilting properly to unlock from the slide, but I'm no gunsmith.
Not to look at collectors or some bored billionaires with a faible for firearms, this could be a weapon for sportive shooting. Think about IPSC and take into account, that you already added something like a compensator/counterweight.
For military use (CAVE: speaking of RL!) it would be way to long and heavy. Mostly a pistol is used below 10 meters distance and in CQB/CQC/MOUT-situations. Under such circumstances it would take tooooo looooong to draft the weapon from the holster. Also .40 is'nt really common ammo in (western) military.
Lastely: Why be concerned about "realism"? Yes, i also admire weapons, close to real existing ones. But in Fallout's lore there have always been weapons, which were inspired by real ones but far from being realistic. Think about the Bozar, HK11, AK112...
Why don't you think about this one as a back-up weapon for PA-Users? The PA is massive, so should be the weapons used by PA-Soldiers. Although the caliber should be .50 then.
